DBE Supportive Services Center

The DBE Supportive Services Center, a shared initiative between the Pennsylvania Department of Transportation and Cheyney University of Pennsylvania, is the administrator of the DBE (Disadvantaged Business Enterprise) Supportive Services Program for Pennsylvania.

The DBE Supportive Services Center provides training and consulting services that will enable DBEs to acquire the proficiency, expertise and experience necessary to compete, on an equal basis, with non-DBEs for federally assisted PennDOT highway contracts and subcontracts.

Certified DBEs desiring to participate in PennDOT’s highway construction projects are eligible to receive a broad range of services from the DBE Supportive Services Center at no charge. Those services include, but are not limited to access to trainings & workshops, technical support, business development & management, networking with industry professionals and state agencies, etc.


This online Center, made possible through an agreement with the Pennsylvania Department of Transportation (PennDOT), will provide online training, technical assistance and technical engineering support to Pennsylvania's Disadvantaged Business Enterprises (women- and minority-owned) wanting greater expertise about the process to secure Federal Highway Administration-aided contracts and subcontracts.
