PENNSYLVANIA DEPARTMENT OF TRANSPORTATION

Proposed Disadvantaged Business Enterprise (DBE) Goals for Participation in Federally Funded Highway (FHWA) and Transit (FTA) Contracts for Federal Fiscal Years 2012-2014

 The Pennsylvania Department of Transportation (Department) is providing notice of its proposed goals for Federal Fiscal Years (FFY) 2012-2014. The goals for DBE participation cover contracts assisted with federal highway and transit funds. The proposed 2012-2014 goals are as follows:

The overall goal for Federally-assisted highway contracts is 6.63%.
The overall goal for Federally-assisted transit contracts is 6.95%.

The proposed methodologies used in determining the goals are available for inspection and upon request at PennDOT’s Bureau of Equal Opportunity during normal business hours at:

DBE/MBE/WBE Commitment Screen changes in ECMS

2nd Tier non-DBE/MBE/WBE subcontracts: Subcontracts that a DBE/MBE/WBE has with a non-DBE/MBE/WBE subcontractor must have the amount of the subcontract identified and that portion will not be counted towards the DBE/MBE/WBE goal commitment for the prime contractor. Prime Contractors should enter the amount of a 2nd tier non-DBE/MBE/WBE subcontractor and DBE/MBE/WBE should verify that the information on the commitment screen is accurate prior to acknowledging. DBE/MBE/WBE 2nd Tier subcontracts to a non-DBE/MBE/WBE subcontractor: The prime is allowed credit towards his goal commitment for any DBE/MBE/WBE working on the project. The prime must submit the DBE/MBE/WBE commitment and obtain acknowledgement from the DBE/MBE/WBE. The yellow highlighted areas below are the screen changes. All text in blue must be entered by the prime contractor. The data in black print is calculated by ECMS. Remember to add your DBE/MBE/WBE Commitments to the project through the Subcontractor Approval process to officially add them to the Project Team. Once on the project team, minority payments can be entered. As stated above, Minority credit will only be given for the portion of work/service performed.

U.S. Transportation Secretary Ray LaHood Expands Program to Help Small Businesses Participate in Transportation Programs. The Department of Transportation’s new rulemaking will require greater accountability from state and local transportation agencies for including disadvantaged businesses in their spending plans. In addition, the final rule will adjust the personal net worth limit for DBE owners for inflation from the present $750,000 to $1.32 million. The current limit was set in 1989 and has not been adjusted since.

2011 APC/PennDOT Flagger Train-the-Trainer Dates

PennDOT's Mandatory Flagger Training Provision has been in effect since January 1, 2003. APC and trainer Mark Hood have brought hundreds of trainees into compliance since that time. In fact, the PowerPoint used during this course was jointly developed with PennDOT. Trainees that successfully complete this session will receive a wallet-sized training verification card and one CD containing the PowerPoint, 20-question exam, and a template to create future trainee verification cards. APC/PennDOT District Liaison Meetings Begins

APC/PennDOT District Liaison Meetings provide an open forum for the public and private sectors to address district and statewide issues relative to the Commonwealth’s highway construction industry. The main objective of these meetings is to facilitate communication between APC members and the department’s district and central offices in order to improve the quality of design and construction on the state’s road and bridge network. Registration Process APC will be accepting separate registrations for each meeting. Once each district makes its final arrangements, registration will open and forms will be posted. District Meetings have been scheduled for the following districts (in order of date scheduled): •February 4--District 9-0 •February 18--District 8-0 •March 4--District 4-0 •March 18--District 12-0 •March 30--District 1-0 •April 1--District 11-0
