Welcome to PA DBE University. The DBE Supportive Services Center has developed this training reimbursement program to provide firms with additional access to, and reimbursement for any and all approved trainings that will help DBEs become more competitive for participation on PennDOT highway contracts.  This program provides full-time employees of PennDOT registered DBEs access to thousands of class room trainings listed in the PA DBE University Approved Course Listing, as well as thousands of hours of online courses. Eligible firms participating in PA DBE University have many different training delivery options available, so they can select the most suitable method for their organization.

Firms who meet the criteria for participation are reimbursed, up to $10K, for any approved trainings taken within the date range listed in the PA DBE University Participation Agreement. All reimbursements are on a first-come, first-serve basis and subject to the availability of funds remaining in PA DBE University Training
Reimbursement Program.  Firms would simply submit the necessary paperwork and supporting documentation listed in the PA DBE University Enrollment Packet  to be reimbursed.

Only firms who are DBE certified with Pennsylvania Unified Certification Program (PAUCP) AND registered as a PennDOT Business Partner are eligible for reimbursement.

NOTE:    FIRMS WILL INELIGIBLE FOR PARTICIPATION IN PA DBE U AND ANY REIMBURSEMENT OF ANY TRAININGS UNTIL THE NEEDS ASSESSMENT SURVEY IS COMPLETED.


This online Center, made possible through an agreement with the Pennsylvania Department of Transportation (PennDOT), will provide online training, technical assistance and technical engineering support to Pennsylvania's Disadvantaged Business Enterprises (women- and minority-owned) wanting greater expertise about the process to secure Federal Highway Administration-aided contracts and subcontracts.
